I am currently in Phu Quoc under a visa-free entry, and I have a domestic flight to Hanoi in 2 days, which requires a valid Vietnam visa.

2. Can I use my approved e-visa to fly to Hanoi even though we arrived in Phu Quoc visa-free?

Since you have already entered Phu Quoc island visa-free, you cannot obtain a visa while in Vietnam.
If you plan to travel to mainland Vietnam (Hanoi), you must apply for and obtain an approved e-visa in advance and enter Phu Quoc using that e-visa from the start. It is not possible to enter Phu Quoc visa-free first and then use an e-visa to continue to the mainland.
If you check the pending visa status now, you may see the “amendment required” with a reason: “You are currently staying in Vietnam. Therefore, you are requested to exit from Vietnam prior to your resubmission of documents.”
